I would first take a ride in the horse box myself, and see how much it sways. If it sways a lot, getting the shocks fixed will probably help.
If it doesn’t sway much and your horse can’t balance, don’t put him in it and hope for the best. Get a vet to check him out; there may be something big brewing that would make him unsafe to ride, let alone trailer.
Could be something as simple as an inner ear infection (leading to loss of balance) to vision problems to neurological problems.
